IRVING ISD FLEET MANAGER JOB DESCRIPTION Days 261 PRIMARY PURPOSE: Provide supervisor support under the direct supervision of the Director of Transportation. Will oversee the maintenance and repair of Irving ISD district vehicles and equipment, maintain an adequate inventory and distribution process of shop parts and supplies, monitor the allocation of Irving ISD district resources through the use of the transportation budget guidelines. QUALIFICATIONS: Minimum Education/Certification: High School diploma or GED from an accredited institution. Texas School Bus Driver Certification Valid Texas Commercial Driver’s License - Class A or B CDL with P and S endorsements or the ability to obtain within one year of hire Diesel Mechanic Certification preferred or demonstrated proficiency Automotive Service Excellence (ASE) Certification preferred or demonstrated proficiency Ability to pass annual DOT physical examination and random drug testing Texas Association of School Bus Technician Master’s Certification (TASBT) preferred Special Knowledge/Skills: Must be 21 years of age Mechanical aptitude Knowledge of fuel, electrical, hydraulic, oil pressure, and lubrication systems Ability to perform mechanical repairs with no supervision Computer Skills – Internet, Microsoft Word, Excel, and Outlook Skill in prioritizing and delegating work orders Effective organizational, communication, and interpersonal skills Ability to work cooperatively with people and manage personnel Strong work ethic and excellent attendance record Ability to work with diagnostic software Minimum Experience : Five [5] years of experience in automotive or related field Three [3] years of experience as a repair shop foreman preferred Three [3] to five [5] years of experience as a diesel mechanic preferred One [1]to three [3] years’ experience as a school bus mechanic preferred MAJOR RESPONSIBILITIES AND JOB DUTIES: Supervisory: Recruit, train, supervise and evaluate the performance of assigned staff. Participate in interviewing, selecting, and assigning work to personnel. Make sound recommendations to the Director of Transportation or designee relative to personnel placement, transfer, retention, and dismissal Participate in training regularly for: Shop/Department Safety Coordination & organization of labor, materials, and equipment Oversee assignments of work orders with the Mechanics Staff development Diagnose and determine which repairs may be performed by Fleet Mechanics or which must be outsourced to selected vendors; advise the Director accordingly and follow directives for repairs. Oversee ongoing training and certification requirements for Fleet Mechanics. Investigate vehicle accidents; evaluate the damage, prepare reports, and estimate time, parts, and materials needed for repairs. Coordinate and manage an accurate computerized system for preventive and scheduled maintenance for all district-owned vehicles. Ensure availability of district funds before committing the district financially. Comply with the competitive purchasing requirements of the district. Assist with purchase of District school buses, fleet vehicles & equipment, as needed. According to the Transportation Purchasing Guidelines, request Requisition, locate, and acquire parts and materials as needed for vehicle repair. Coordinate / manage an accurate computerized software system for processing and issuing parts and supplies. Responsible for the cleanliness and condition of all district vehicles. Coordinate with other departments supervisors when necessary Mechanical: Responsible for the safe operation, care, and inventory of school district vehicles, tools, and equipment at all times (on-call). Maintain Auxiliary Services Fueling system, fuel inventory for Transportation Department, equipment inspections, and TCEQ data. General: Support the educational goals of the district. Contribute to the recommendation, implementation, or improvement of operations and policies within the fleet maintenance division of the transportation department. Follow all safety rules and safety procedures. Demonstrate behavior that is professional, ethical, and responsible. Attend required staff development as assigned by Administration and Transportation Director. Follow all rules, regulations, and policies of the Irving ISD. Perform other functions assigned by the administration and director. SUPERVISORY RESPONSIBILITIES: Supervise and evaluate transportation staff as directed by the Director of Transportation Shop Foreman Technicians District practicum participants and student Interns WORKING CONDITIONS: Mental Demands/Physical Demands/Environmental Factors: Must demonstrate the ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making; Occasional prolonged and irregular hours. Tools/Equipment Used : Computer and associated standard office equipment; Multi-line phone system; Tools and equipment needed to perform the general repair of transportation/maintenance of Irving ISD vehicles and equipment. Posture: Prolonged sitting and standing; frequent kneeling/squatting, bending/stooping, pushing/pulling, and twisting Motion: Frequent walking; repetitive computer work with regular use of hands and wrists Lifting: Lifting and carrying (Can be up to 40 pounds); Requires heavy lifting and may need to carry items while walking; Works with hand tools up to 10 lbs. in positions above and below the head. Physical Demand/Environment: Requires performing several tasks, would require standing, walking, bending, kneeling, squatting, lying on back to work on maintenance of equipment, lying on back to work on maintenance of equipment for extended periods of reaching above and in front of the body; Requires climbing and working on ladders and in pits; Uses chemicals and cleaning solvents to maintain and repair equipment; Works inside and outside; Frequent exposure to inclement weather, including heat, cold, rain, and snow; Frequent exposure to exhaust fumes, grease, oils, smoke, and gases; Requires climbing and working on ladders and in pits. Mental Demands: Effective communication skills (verbal and written); Accurate interpretation of policy and procedures; Strong organizational and interpersonal skills; Responds appropriately in emergencies; Maintains emotional control under stressful conditions Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidents immediately to the supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
